Curaçao’s Online Licensing Portal Permanently Shut; Alternative Arrangements Underway

Curaçao’s Online Licensing Portal Permanently Shut

Curaçao Gaming Authority (CGA) announces to permanently shut down its existing online licensing portal, with a new regulatory platform to be introduced soon.

The Curaçao Gaming Authority (CGA), the official gambling regulator of the country, has decided that its online licensing portal will be permanently shut down due to the high-profile data breach that occurred last month.

The portal has been operational since September 2023 and played a key role in the jurisdiction’s 2024 gaming reform programme. However, it is now being permanently discontinued alongside associated services to protect sensitive data.

This decision stems from the severe impact of the “Casino Secrets” data leak, which exposed sensitive information and ownership documents of multiple gambling businesses operating under the Curaçao regime. A white-hat hacker, Lilith Wittmann, carried out the breach and exposed over 40,000 documents, reportedly obtained by illegally accessing the regulator’s database and systems.

The CGA, in its official announcement on October 7, mentioned that:

“The CGA is taking the necessary steps to transition away from the current platform and the services associated with it, while ensuring continuity of its regulatory functions. The CGA acknowledges the important role that the online portal has played in supporting the implementation of Curaçao’s online gaming sector reform since 2024.”

New Regulatory Platform to be Introduced Soon

While the existing portal will be shut down, the CGA has confirmed it will transition to a new regulatory platform for licensing and related services.

Meanwhile, alternative mechanisms are being put in place to ensure continuity of regulatory activities until the transition is complete. The authority also recognized that this transition may create challenges for operators and appreciates their cooperation and understanding during this period.

Further updates will be provided as additional information becomes available.

Existing Curaçao Licences Not Affected

The CGA ensured that the closure of the online licensing portal will not affect any of the existing Curaçao licences or change the regulatory obligations of licensed operators. Its regulatory, compliance and supervisory responsibilities will also continue during the transition.

The authority said “alternative arrangements” are being established to maintain licensing, compliance and supervision while an interim solution is implemented for processing regulatory matters.

A separate mechanism is also expected to be introduced to allow operators to demonstrate that a domain is licensed by the CGA, as the existing digital seal will be affected by the portal’s closure.

Authority Continues to Address the Data Breach

The authority mentioned that ongoing efforts are being made to address the unauthorised access incident, including containment of the data leak, and continues focusing on protecting the integrity of its regulatory functions and information assets.

The CGA, in its recent media publication, mentioned that further information regarding the alternate arrangements will be communicated by October 9, 2026. However, no new information has been received as per the latest update.
